Board of Trustees Meeting

October 11, 2017

The Greenwood Village Board of Trustees met in regular session on Wednesday, October 11, 2017, at the Greenwood Fire Station. Present were trustees Piehl, Starr, Gerlach and Wrich Meyer was absent. Minutes by Clerk/Treasurer Marcia Fiala. Notice of the meeting was posted in three public places (the Post Office, the community center and bulletin board in front of Clerk’s Office.) A copy of the proof of publication, as well as the Chairman and Trustees’ acknowledgement of receipt of notice, are on file. Proceedings hereafter noted were taken while the meeting was open to the public.

Call to Order

Jim Wrich called the meeting to order at 7:00 p.m. and publicly stated to all in attendance that a current copy of the Nebraska Open Meetings Act and a copy of all documents being discussed at the meeting were available for inspection and indicated the location of such copies in the room where the meeting was being held.

Consent agenda

Wrich made motion to approve the consent seconded by Starr

Communication of Citizens:

No one had anything to discuss

Sheriff Report:

25 calls 3 citations and 6 warnings. The Deputy suggested that everyone keep their vehicles locked as they are having problems with people stealing thing out of vehicles.

Current Business:

Replacement of the broken window on the backhoe John Deere cost is $571.00 and Waverly Glass can install for$85.00 to $115.00 Jim spoke about a website that a replacement glass charging $375.0o for the glass and $115.00 shipping. Wrich made a motion to get the glass from broke down tractor and have Waverly glass install seconded by Gerlach

Virginia Hergenrader spoke about mud being located where the house hooked into the city. She stated the only person they could get in contact with was Ron Gerlach. Virginia stated the clerk’s office was closed but was not going to disturb her at home. Piehl stated that she could have asked him for any of the board members information. She would like to have contact numbers put on the town bill. Wrich spoke about where they could locate board members numbers off the clerk’s office door. Wrich spoke about them not giving the village an opportunity to fix the water issue but within an hour they had Waverly plumbing out. Fiala spoke about the fact that the insurance company would not pay it. Hergenrader’s want the village to pay for the repairs outside. Fergus spoke about that while the repairs were being done they had issues getting the water off but found later they have an unmetered line. Starr asked if the homeowner insurance will take care of it. They will not cover it.

Wrich made a motion to not pay the water line repair

Approve or Disapprove Brody Elliott for the fire department pending the background check. Starr made a motion to approve Brody for the fire department pending the background check seconded by Wrich

Approve or disapprove the new plat for the east side of the community center for the sale of the land. Fiala stated the only thing that changed from the original was lot 261 is 3 feet smaller due to the addition on the building. Ahlman spoke about if a wall was put up that the town cannot maintain the exterior wall.

Removal of the Ash tree on Ash St that is diseased with Ash Bore. The discussion being as if the tree is in right of way if the village will remove it. Gerlach spoke about the ordinance we passed if it is diseased. Wrich stated get some photos and whether we should take it all the way down. Roger Kubik asked is if the village was talking about removing the tree to be proactive. Wrich made a motion to postpone the discussion about the tree until it has been reviewed by all board members and determined if in fact it is in the right of way.

Wrich made a motion to go into executive session protect to the public interest to discuss personnel matters. Piehl seconded

To restate the board is going into closed session for personnel matter, Zach is to stay.

Wrich made a motion to come out of executive session seconded by Starr

Wrich made a motion to adjourn the meeting seconded by Piehl
